I think this is an investigation. Into what? I dunno, could be many things, favoritism, embezzlement, NDA breach, leaking shit to falseeyed, sending dick picks to the girls or trying to stalk them, there's a thousand possibilities.
All we know is -
1. Cover is looking into something the two of them did.
2. During the course of this investigation, their accounts will need to be locked in order to not have any evidence tampered with (tweets, DMs or even streams could get deleted otherwise to hide the evidence).
3. They are considered innocent until proven guilty - so this isn't a "suspension" per se, their activities are just paused pending the results.

Now, AFTER the investigation completes, there's several possible results.
1. Not guilty at all : They continue streaming like normal, Tempus anniversary happens a few weeks later, everyone's happy.
2. Embezzlement or some other minor infraction detected : Warning to both, and possible suspension as well (which will be announced). Tempus anniversary will be delayed by a month in this case.
3. NDA breach or severe breach of Cover's internal code of conduct (e.g. harassing other talents, leaking PII to outsiders etc. Rushia level shit). If severe enough, could lead to outright termination for one or both of them - especially if they've been warned internally in the past.

One of them already has a record - which he claims was because of anger, but it could've been something else as well since Cover obviously doesn't want their internals getting out.
If this is a second offense (like Rushia) then it's understandable why they'd close everything down and make sure their shit is tight.

I honestly think at least Vesper is gonna be kicked, but Magni may just get a suspension since it was probably his first offense.

Audience overlap.

Every male outside of Holostars that the JP girls have collabed with are in the wider "otaku" community. Otaku basically means someone ultra fanatical about any (usually niche) hobby. Whether it's Train Otaku, Weapon Otaku, Gemstone Otaku etc. etc. Passionate individuals basically.
Korone's teaming up with a bunch of FGC autists + Shaka, who's a regular game streamer with little baggage.
There's some audience overlap because of the fact that Korone has been playing a lot of Fighting Games this year. The stream focus is centered around the shared activity - so the audience never feels left out. They've been watching similar streams for a while, this one just has a few additional people who are sharing your oshi's passion and helping her improve.
Fubuki's collab is with a pretty famous voice actor --> Anime Industry influence --> Anime fan - VTuber fan overlap, which is quite huge. Mafia Kajita is also a game and anime otaku who runs a few channels with that type of content.
This is also why Marine's collabs with VAs for her game trailer had zero issues as well.
Hypno oji I admit had zero audience overlap, it just seems like one of Pekora's crazier ideas that was let through because of the whole hype behind the year of the Rabbit.
Notice how he never appeared in any other stream again.
Some JPs also collabed with EN side celebrities like Jared Leto and Robert Pattinson, once again through their shared passion and interest in Marvel Movies, and thus the interest of the audience that likes them for it.

JP Holos would never, for example, collab with someone like Jun who has zero audience overlap with them, and even has some V antis in his chat. Korone obviously wouldn't collab with some of her old NND buddies either, since they openly dissed her decision to go full dog and said she was trying to hide her ugly face under a cute avatar.

Meanwhile, on the EN side of things, we have -

Supposed "anime podcast" but the very foundation of their talks is cynicism and criticism of the anime industry. They spend most of their time doing irl discussion, and the occasional anime discussion they used to do at the time was mostly "hot takes" that were eye-rollingly boring.
Cynical individuals pandering to a cynical audience, highly disconnected from the type of audience that watches Hololive.
Mori was arguably the only Holo who had a close audience overlap with them due to the shared cynicism and irony-based humor and demeanor of both.
You can even check the reaction to the podcast (https://warosu.org/jp/thread/29124544) it was mostly just "meh" by the regular Holo audience and deadbeats creaming themselves because their oshi was in the "big leagues" now.
The opinion on them only soured once Connor made his retarded anti-Hololive remarks, and The Anime Dude had his whole rant about Nene appearing in Playboy.

Happens in both EN and JP. I know that most of the ones for Miko, Gura etc. were paid commissions, but I'm reasonably sure that Hikakin and the Muscle dude's appearances on Okayu's stream were not fan-funded.
The reaction differences between the two also show the difference that "passion" creates.

And... that's it.
Hell even ID e-celeb collabs from Kobo were adjacent to the type of streamers that ID kids watched, same as Kobo's audience.

It just seems like there's very few "celebrities" on the EN side that Holos could collab with.
The "anime youtuber" industry has pretty much died off thanks to DMCA abuse, English VAs rarely give a shit about the anime or the characters that they are voicing and just do it for the paycheck, and most of them don't stream either. Most western anime fans don't watch dubs either thanks to the sheer difference in quality, so there's no overlap there.

What western celebrity or e-celeb audience would even have some amount of overlap with the current EN VTuber watching audience in order to justify a potential collab?

Offcollabs are ALWAYS supposed to be a buff for holos. It's the culmination of CGDCT, girls visiting each others' homes - either one on one or as a group, starting conversations about all the stuff they have, the layout of their rooms, the smell of their clothes, doing casual yuribait, and in general, just going all ｷｬｷｬ over each other.

Taking horniness through audio to it's limits, while also messing around and making people laugh, generally giving off a positive vibe. That stream had 80k CCV btw, and that was in 2021, just a couple of weeks after Coco left.

An offcollab between two of the biggest ENs focussed on ASMR is not getting bigger numbers than a Kiara collab with a fucking chatbot (https://www.youtube.com/watch?v=ayqQTwnfDjk), and EN fans both /here/ and outside think that this is completely normal.
The EN box is broken. Whether it's beyond repair or not, only EN3 will tell...

There is honestly some merit to the complaints, because despite the high number of collabs, 20 of them are from people that anons /here/ don't want to watch : Kiara, Mori, Kronii and Bae.
The rest is just 9 collabs, around 2 a month, for the entirety of 2023 so far. And most of them were off-collabs as well, special events that won't be repeated for a long while.
And there ARE girls who don't really collab with the rest of EN on their channel at all.
e.g. Amelia, Gura, Irys, Fauna, Kronii and Ina all have less than 3 collabs on their channel for the 1st quarter of this year.

Gura especially is guilty of this, because the last collab that was on her channel was an Amongus collab from 7 fucking months ago (https://youtu.be/-TPkX7tLj3Q).
It explains why chumbuds never watch other holos even when Gura is on break, those that sub to Gura alone (about 4M) never even see the other girls appearing on her own channel.
Why would they watch (to them) random streamers that their oshi had like one collab with?
So if she's on a break for too long, they just fucking leave.
Ame has this issue as well, with just one big group collab on her channel this year.

However, those outside of /here/ that don't hate any of the Holos, can still watch the 21 additional collabs that are no-go for anons /here/ and enjoy them as is, along with the extra Tempus collabs.
These are probably the people who keep telling you to just "enjoy the existing girls".
But they would also be the types to never buy merch, especially if there's something as small as "shipping" blocking their way. Fans that just watch things because "I am entertained" but are fine with not paying for anything.

In the end, I think this anon >>48229899 had the right of it, a lot of the EN fanbase /here/ seem to have cut themselves off from the majority of collab content because they do not like the people involved, or are people that just watch their oshi out of habit and so small things like shipping prices can stop them from buying merch, because they're not really THAT into her.

EN3 if it ever comes out will help for a month or two, but unless they're stellar entertainers and people that can improve the overall group chemistry by dragging their senpais into collabs, these problems will continue to persist.

Because the JP girls are busy as fuck, and HoloEN girls have made it clear to the JPs that they are not interested - not with words, but by actions.

In Japan people often invite their friends to go outside and eat out somewhere, or just to hang out. And if you refuse enough of these invitations, you'll eventually make the message pretty clear that you don't want to hang out with them in particular, or don't want to hang out in general (depending on what other invites you've accepted).
This is why Sankisei no longer invites Pekora to go for regular outings, she's made it abundantly clear that she likes being cooped up in her home and doesn't like going out that much.
She only goes out during special occasions, like when Moona visits, or when it's somebody's birthday/anniversary or some special occasions like that like that.

HoloENs have both rejected enough invites and appeared extremely uncomfortable during the times they actually ACCEPTED the invites. This will naturally cause JP holomem to feel bad about having them attend events when it's the middle of the night for them, while the continuous rejections also make it clear that they aren't really that interested in cross-branch stuff. Naturally this will cause the invites to die down and for tournaments to be JP only, since inviting foreigners is already a tall hurdle for the Japanese to begin with.
