The "rules" only make sense if every single vtuber adheres to HOLO rules, which obviously isn't the case in the slightest. And jannies have been using this loophole as a bludgeon to effectively ban discussions they personally don't want to happen, even if one is quoting directly from streams.
That's why anyone going "hurr durr da rulz says so tee hee" outs themselves as a dishonest fuck who's just trying to mask the fact they want to ban discussion they don't like.
