You usually have way more context than that, either because the text is bigger, or because you know who is speaking and if they tend to be sarcastic or not. Especially since posts tend to be relatively short.
"sarcasm doesn't translate well at all in written form" is a short way of saying "when you don't know who you're talking to, just say what you mean to say or be very obvious that it's sarcasm, because people can easily and will misinterpret you, and that's annoying for both parties".
I'll add that "this was just sarcasm/trolling" is often used as cope/a way to defend oneself after having posted bullshit and being called out for it, which makes it even harder to tell genuine sarcasm apart from pic related
