Then either Chloe or A-Chan talked to Aqua about their idea, but she wasn't completely onboard back then. Then Chloe floated the idea to Shion and she agreed hence why they both left around the same time. Then Gura caught wind of the plan and probably also decided to join in.
So they all agreed to Re-debut as Sea creatures one by one to form a Sea unit of some kind in the future.
