She doesn't make excuses to not stream she just straight up just doesn't want to stream sometimes and she's said it multiple times already. She's actually a really damn good streamer (if she wasn't she wouldn't have tens of thousands of fans) and has a ton of charisma. She's the prime definition of "it doesn't matter what she does, she's so fucking cute that I'll forgive her anyway." Also most of the games she actually does love to play, Hololive can't get permissions for and the other games she does have permissions for are either filled to the brim with cheaters or games that she fucking hates with a passion and would never stream it even if it's technically allowed.
