Maybe true graduation means that you never plan to return to Hololive AND no longer want to participate in anything associated with the company. Like Myth members alluded to, perhaps we'll still see her because it sounds like she doesn't want the character of Amelia Watson to cease existing and could still show up for special occasions like anniversaries, etc.? That could be what the "affiliate" status means. You're not fully cutting ties with Hololive and are willing to still make appearances every now and then but your regular activity is done.
I do feel bad for teammates though, because not referring to her as "graduated" gives them some sort of hope that she'll be back at some point or something.
