He did talk about how his idea of moriji forming would be a sengoku jidai style war where the religious class managed to enforce a permanent (so far) peace.
For me, I can see it working along with what has been currently stated about Moriji, but do talk it out with the other deadbeat as he has been the one to design most of the systems in place.
