When you remove everything about her but the halo and hair accessory she looks a lot like Hime outside of the hair pin being on the wrong side of the head. Add in that the blue haired girl's ghost looks near-identical to Henya's and the red haired girl is wearing a hat similar to a pirate so she could pass as a second Kuro and everyone just assumed the artist had doubled up on some of the members when adding the ghosts to the BG.
