Glad you like the province idea, I think it can work as a nice system, and give plenty of ideas to flesh out internal structure. As for multiple guilds, they were just a different name for regional lords or majors or whatever, basically low level governmental structure, that would group together into bigger "landscapes" (it's what the regions in pic related are called in Slovenia) and the councils of those would then make up the parliament in the capital. While they would have plenty of freedoms to develop their own territories in a way they see fit, they would still be a part of a bigger structure, and if a guild was actively hurting the development of those under them, they could and would be removed from power and replaced. I am heavily basing this from our own governmental structure, if it wasn't apparent. Well, kinda. Our mayors don't really make up the parliament, but w/e.
