Saving with %2F works fine if the filename is a link beginning with "files" but no https designator which chrome will say no to and replace with 2F2F instead of saving with %3A%2F%2F for https://
Trying to actually find the documentation for it is a pain in the dick though because it was just a sudden change they implemented in an update, and lord knows the 4chan archives search sucks for actually trying to find a subject, and it was discussed like a year ago
