Here is a possibility. /horni/ chuubanite is activated by human pheromones related to sex. And how effective this activation is depends on the "quality" of the pheromone cocktail generated by the human. Depressed masturbatory sex gives off poor quality pheromones. "Higher quality" sex by the metric you prefer gives off higher quality pheromones.
Those pheromones need to come into contact with the chuubanite somehow, and would be found in the greatest concentrations in water-based fluids excreted during the act (sweat, semen, vaginal discharge, urine, saliva, breast milk). So the "chip" would have to be an accessory where it would be exposed to such. Condoms (preferably pierced, as I assume breeding sex is of higher quality), cock rings, some kind of chuubanitic IUD, anything worn on the body, tattoos could all possibly do it.
