This is even worse in the napoleonic wars, in which France had FAR more inhabitants than Prussia, additionally it wasn’t a "France vs Germany" war, with several German states being on Napoleon’s side, and France literally just having first implemented general conscription in the revolutionary wars which led to a huge percentage of the population enlisting unlike anything that ever happened in history before.
