Get a reference and break the haircut into major lumps and hair strands (here is a random gambler). If you look at the picture you can see big lumps in green-red-blue and smaller strands in yellow.
First get your bigger lumps in with your curves to get the general shape, then convert to mesh split their tips in edit mode and add smaller hair strands on top of it. Otherwise you're going to end up with 50 small strands and a mess.
