There is no expectation of a 24/7 rotation of streams when the audience for the streams is on a regular schedule and there is a reason, for instance, that the major championship weekday games in European football are set to start 19h45: the target audience is working before that time and will only come home / get to the stadium.
There would be no trouble setting up games to every waking hour, from 9AM to 10PM but there would be no point: the intended audience wouldn't be there to watch them.
For Hololive, both on the JP side and on the English speaking side, that's the same thing.
There is a reason weekday streams for the JP girls are either morning streams or night streams: that gap right there is when their target audience is generally not at home to watch streams.
Likewise, there should be no expectation for the EN branch as well and for the same reason: despite an English speaking audience existing elsewhere, the great majority of the audience will be in North America and having the streams run from 6PM to 8AM in that timezone is more than enough.
