She seems to suggest that penis/womb envy is not quite right, and proposes power/being. Women envy men for their power, while men envy women for not needing to pursue power to be fulfilled.
I think she is largely correct because we can see nearly a hundred years later that the power envy from women has led to them competing against men for power, and receiving unfair advantages in order to equalize the power distribution between genders. But as more men unfairly lose the chance for power, they are not compensated with a "being" role, they are instead scorned.
