While I don't think you're being screwed out of anything, as that one example did involve that one bloke bombing our port (which ended up not happening), for the steam ship experiments, I've already stated why I think it'd remain in solely national hands for a while, as they'd remain in secrecy until they are at least functional enough to be shown to allies.
If it feels one sided, I'd say it is probably due to having us be the middle man in the diplomatic dealings and the fact that we haven't had much chance to show the benefits to Hoshiyomia in stories and direct lore posts, such as the economic relationship that would in theory allow Hoshiyomia to diversify their economy and the advantages Hoshiyomia gets from being able to use our ports as military bases, and the fact that the southern and eastern frontier of Hoshiyomia is too peaceful to have significant military aid from us to you (for now).
If there is a way to have Hoshiyomia get more benefits, it would be by increasing the economic dealings that exist between this "Alliance", and being able to switch this alliance into a less restrictive "Diplomatic Peace Pact" of sorts that doesn't require military commitment to each other.
