Polka has been referring to Minecraft Axolotls as Upas and making reference to Steins Gate due to one of the Japanese names for axolotls (wooper looper) sounding like "woopa upa". As they also come in various colors which are rarity dependent like the gachapon machine Upas in Stein's Gate, it's a pretty well thought out joke.
