Sure, latency would be worse and stuff as you just mixed 2 sticks of ram on the same channel, but it wouldn't drop the frequency to half. On am5 memory speed gets downgraded if you have 4 sticks, at least from the badly written bottom text under the memory support lists and some r*ddit reports

It might be a ddr5 thing and not an am5 thing but I've seen multiple reports it's hard to get 2rank ddr5 to high frequency.
