I'm also not sure that you can even separate the existence of a zeppelin from the tech aspect in this setting. If one nation has a zeppelin then everyone that's in a tangibly similar position to that nation will also want a zeppelin since the tactical benefits of even a non combat aircraft is massive. The advantage in travel of bypassing terrain and the advantage in terms of being able to accurately get a bird's eye view of the map is game breaking, that's not even mentioning the fact that most weapons probably wouldn't be able to hit you. They're ridiculous for bypassing borders and as stealth vehicles if they can attain a certain height. If the general tech level of the time is supposed to be around the Age of Sails, a nation that could maintain a reliable flight method would dominate on a global scale nanora.

Something having downsides or limitations in the current day just means that a nation would have a major advantage in developing within that field far before everyone else, I'm fine with that when the concept of the nation justifies that kind of thing but I haven't seen any concepts from Nijisanji that would especially imply a development in flight technology that would have such drastic effects on other nations. Even when I look at the entry and try to see how the chuubanite helped in the creation of it, I can't find an alignment or an explanation for how it actually works.
