Affiliate status is a legal loop hole created by cover. It is loosely defined in the contract with the talent who is graduating, allow cover flexibility in the future. It only specifies that the talent might be involved in future endeavors but any actual work will be limited. If this clause is activated the talent will get some compensation, but wont be required to return to hololive. What Cover will do is create AI voices that can be used in songs and in 3d lives (using stand in dancers). Important to note AI will not be directly stated in the contract, it will be vague on purpose.
However in current times this would be a suicidal move, no fans would allow it to stand. This is why Cover is currently in a phase of renewing its fans, this involved shifting the focus of content away from talent-focus to brand focus, you are not supposed to follow just one talent, you are meant to consume all. When this transition has been completed and Cover has transformed the fans to a malleable unthinking consumer they will bring back the "affiliated" talents with perfected AI voices.
