Now that she's out and able to hire all of the people she wants and needs, she has a team of something like 10ish people all doing mostly the same work that used to be done by her alone. Anyone actually following her around that time could tell how stressed and depressed she was.

Instead, her efforts were discouraged by both the staff and the other organs, and she was constantly punished and humiliated in public for the sake of making them lose face.
The one thing that's been consistent with Doki ever since leaving is that she doesn't want to think about that place anymore. That place was a very negative place full of negative people, and in general she would prefer it stay buried so that she can focus on doing her job and making people smile.
