If you want Viti!/uuu/ to become a ("toxic" as you say) marsh filled with gases that put inhabitants to sleep, the best way to go about that is to go to a version of /uuu/ that's active, ask for someone there to step up as thread rep (even though Tower and /vt/ are separate realms and what happens to one does not necessarily happen to the other) while simultaneously suggesting your scenario and hoping the prospective rep goes with it.
I seriously hope you're not seeking the worst for Naplings or to any form of /uuu/, and I apologize ahead of time if I seem defensive or harsh in my response(s) regarding this matter. I want to believe you mean no harm, but I feel the need to be an advocate of sorts on their behalf given how Nimi and Naplings seem to generally be treated on /vt/.
