As for Malkavians they still exist, they're just not a Clan. Malkavians are way too specific to warrant being a Clan in nWoD given what a Clan means in that setting. Madness is also a thing that should be something all characters can explore, and given VtR's renewed focus on personal horror having it be just a quirky Clan Bane is pretty antithetical to a lot of what it's going for. So they're now a result of Malkavia. Which is a pretty viscous "degenerative disorder" that can effect vampires. It's not a physical or mental illness though, but a mystical affliction. It comes with a pretty serious list of disadvantages, but it's got it's upsides too. The biggest of which is granting access to their Discipline of Dementation. Their rules are in the 1e Venture clanbook, Lords Over the Damned, and one of the freelancers who wrote it did a third party 2e update called False Gods which includes Malkavia in an updated form.
