Maybe people wouldn't care much if she did it from the start, but there already was a target on her back at that point. Offering VODs didn't help either because people want to watch streams live; those never got many views.
Shiori offers all the usual HoloEN benefits at $5 tier. $10 benefits are additional stuff she wants to do. Voice dramas will end up getting leaked anyway and polls are better off paywalled, especially considering that she wants to treat them as a serious feedback channel. The price is not high enough to really filter out everyone except dedicated paypigs either. She or her manager did well.
