Kitsune are magical foxes that can transform into women (often beautiful, mysterious ones, sometimes with white hair).
Their number of tails shows their age, wisdom, and power.
A young kitsune has just one tail, but as they grow older (often every hundred years), they gain more.
The maximum is nine tails (kyūbi no kitsune, 九尾の狐), which marks an extremely powerful, almost divine being.
So, a white-haired fox woman in folklore could have anywhere between one and nine tails, but if she is meant to be very powerful or otherworldly, she is usually shown with nine tails.
