Pippa's head is roughly the same size as them, her eyes are actually bigger than them, her chin is as big as Remi's. There's nothing special in Pippa's face that makes her not a loli, you can even look at Airi and say she has an almost loli face too.
Next look at the body head ratios. They're very similar. Tenma is shorter than Pippa by 15cm so she does look smaller, but just barely.
