I think she is harder in Phase 1 because she has a smaller movepool so you're encountering waterfowl more often but basically:
1. Her BASIC moves are easy to learn in both phases. In Phase 2 every attack she does inflicts rot.
2. Waterfowl is the biggest problem in the fight, in both phases. In Phase 2 even if you dodge perfectly you can get minor rot build up. The good part is her expanded movepool means less waterfowls.
3. In Phase 3 she gets a few more basic attacks she can weave into her combo, and she attacks faster.
4. She gets a nuke attack that can one shot you but this is easy to dodge. It has DoT+rot infliction for a bit in the blast radius but is actually one of the easier openings to get more damage on her.
5. She gets a Rot Angels/Spirit move which also needs to be learned by waterfowl but it's not as bad. The problem with it is if you get hit by even one angel, if it isn't the last one you're likely to die because it does massive damage, staggers you a little and inflictswaterfowl.
Also for her staggering, she kind of cheats, she can gain poise in order to waterfowl you. Honestly that's the part I hate about her because she's the only boss in the series that pulls that shit.
