1) it grew at a certain pace before X
2) it grew at the same pace after X
3) other instances of the same thing have more or less a constant growth for the whole duration after it passes initial validation
That chart shows without doubt it stagnated and hints it could have reached a higher peak even if it doesn’t prove it conclusively
