The way I see it, idol groups are often very big, like 10 people, so creating subunits that are only 3 or 4 people is better for certain projects, like songs. Think of Phase as a big idol group, and certain collabs work well as subunits, like star women, Lumi, Shiina, Jelly; KA-CHING, Airi and Clara, etc.
