The traditional body type of a loli tends to be "plumper" for lack of a better word to demonstrate a sort of softer more childlike shape, but Yasusensei doesn't defer to that proportion because he draws even his lolis with that very slender frame.
However, you will note when looking at his other works that his more mature artwork that they tend to have the more traditional curves of an older woman. Exactly the same curves NOT present in either his artwork of Rushia or Gura- indicating that in his mind, they have a similar body shape.

Rushia has expressly called herself a lolibaba on several occasions. What's that term mean? It means an older woman playing a loli. She is a LOLI. She calls one herself. Plus, she is a major fan of baby play. She will often go entire streams with a pacifier in her mouth begging for milk from her big brother. She will do her loli voice for hours.
Final evidence:
Rushia is flatter than Gura, and even flatter than Ina, both in art produced by her Papa and her official models; especially her home 3D where you can see for yourself that her chest has no convex bulge whatsoever, it's effectively a seemless curve from her neck and only curves inward again when it gets to get perfectly flat tummy
This is clear-cut. If Rushia's papa draws Rushia as he draws a loli, if all of her terminology and physical characteristics match being a loli, SHE IS A LOLI. PERIOD.
