She could indeed be exactly top 1.5 % or top 1 % between both seasons, yet her rank could be anywhere between D4 and D1 despite meaning the same percentage-spot on the ladder. (we dont know if D4 has nearly exactly as many players as D3/D2/D1 each like i suggested, or if its completely different)
To put it otherwise i was once a D2 0 LP player as a top 0.2 %, and next season the distrubution switched, and i ended up climbing to D2 0 LP again, while being only a top 1 % player. Objectively i got worse, even if i can show off the same rank to the uninformed. At such a small scale at the top, ranked distribution sometimes fluctuates harder than a player's natural skill plateau
