Openpose picks up literally nothing, I assume because it doesn't look enough like a real person, but scribble is specifically meant for these sorts of rough black and white drawings. You can actually get fairly detailed/specific with it if you have more artistic skill than I have.
Here's another one, not inpainted or upscaled. You can see it's not always perfect with things like limb placement when the drawing is this crude so sometimes it takes a few rolls to get a proper one
