Can't it be done via popularity voting? We provide a list of non-holos we want inside the game, someone/zhonk will take the names, put them in a google form where we will vote and zhonk will put the top 3/5 most voted non-holos in the game. Maybe make it requiring an email to vote to prevent rigging.
