But for some reason they're still allowing her to stream?
In my eyes this is preferential treatment. Enna is served a suspension, but they don't stop her from streaming because they want her to enjoy the last days with Kyo. It's sort of a "non-punishment" they are giving her because they play favorites and deeply care about her relationship with Kyo.
It reminds me of last year after the Secret GC stream. Just like Millie, Enna was served a "silent suspension", but was allowed to serve her time a month later after her birthday stream. Another toothless "punishment but not really" which is a clear sign of playing favorites.
