You have 12 tiles, every player takes a turn to draw one tile and discard one tile. This keeps going until someone has a winning hand. There's a ton of winning hands but generally you want to build a hand with 4 sets (3 consecutive numbers of the same suit like 456 or 3 of the same numbers in the same suit like 333) and a pair. If a player is one tile away from a winning hand they're in tenpai which let's them go into riichi which is basically a risk/reward type scenario where you tell people youre close to winning and anty up points on the opportunity of scoring even more points.
If you're interested check out the doman mahjong guide on the FFXIV website, it's a pretty good guide explaining riichi mahjong which is the one most people play.
