In Tolkien, orcs and goblins are actually not meant to be distinguishable, but Black Orcs and later the Uruk Hai are more perfected corruptions of man and elf respectively. In TES, Goblins and Ogres are not Mer but Orcs are Mer, specifically worshippers of the Elven God of War, Trinimac, who were corrupted when Trinimac lost a fight to the Daedric Prince Boethia, got vored by Boethia and shat out as the Daedric Prince Malacath, who's domain is ugly things including Orcs, Goblins and Ogres
