Cover staff, senirority and common sense still apply by A-chan has nothing to do with EN's minecraft server and has most likely never interacted with any of them.
ID and CN also had their own minecraft servers and the original intention was for them to be their own thing entirely. ID plays in JP's server because they're allowed to, they dont have any contractual "rights" to interact with JP or EN. They're allowed to in part because ID has always been the runt of the litter and being 3 very small youtubers there was zero harm in inviting them to the holoserver and now they cant afford to butt heads with Pekora over this. They also invited nijis and indies back when hololive did normal vtuber numbers.
Its not just minecraft servers. Branches have almost complete autonomy to do whatever they want with their brand. ID has 3-person generations, EN isnt going to have generations at all.
This doesnt extend to distribution rights because Cover is the one that has permission, not hololive, but maybe someday it will.
This is, as usual, a Cover decision. The EN branch managers or talent managers have shit to say on this if whoever is in charge of branch coordination decides Haato is not to go on the EN server or Coco isnt gonna collab with EN. If they change their mind they will, if not they wont.
