I think the answer is to toe the line at the upper end of the shotacon age bracket, subtext is virtually unassailable and a design can read as "young" but not "literal fucking child" with the right visual cues or the right personality animating it. Maybe this is all massive cope, but I feel like VTubing is tapped deep enough into anime culture that you're safe until you actually call a character a child in some canon way.
