In 2023 Phase specifically said that they would be accepting mail and small presents; however, many months passed the new year arrived, Gen 3 and Kaleido debuted, and as far as I remember many talents had not received their gifts from that convention. I don't know if Rie even got hers. For this Offkai 2024 I didn't see an explicit mention that Phase was accepting gifts; however, yes, it seems that many people got letters. But again, that's Offkai.
So Dizzy was clarifying that if Phase goes to any convention, in general they won't be accepting things for the talents. This is a disclaimer so that you don't bring a big gift or something like that. They won't take them.
Sending things by post is not that cheap. Often you need to send things internationally, which is expensive. For example, I remember once Tenma said that she didn't want to receive things from fans, that's just how she is, and also when she had to receive coffee and merchandise from Fishman, she had to pay import taxes which were pretty high, and she had to pay those out of pocket. Now imagine receiving a ton of stuff from fans, and paying the import tax on each item; unless it's done in a big package it's not worth it.
