I must say Chihaya having not one but two tactical knee belts is pretty odd too but it's mostly Vivi's being lmao. People like to try to blame strange/ugly models on the girl somehow but no we know Cover in specific has these designed pre-baked waiting to be used. The talent once assigned can maybe request a few edits sometimes but it's not a full redo/overhaul and maybe just adding some bits (the little horns on Mori's shoulders were her suggestion IIRC).
This is also symbolically why new outfits are so important for the girl because she actually may be able to finally look like what she wants to with that.
