It's unlikely that it was artificially designed by management as part of some sort of master plan, though it's obviously endorsed by management when they see a popular ship that sticks, so they cultivate it.
I think one reason why Fauna isn't shipped very often is because ships aren't sticking with the saplings. They just want her for themselves.
