The reason why holos and nijis get milestones reached BEFORE debut is because of the track record of the company. These people have hired lots of already successfull and TALENTED people, the danger that they hire some dead beat retard that only wants the money without putting anything in is very small (but it happens) which is why you already expect the new holo njijis to have a base level talent, that you cannot expect from indies or small corpos, because those do not have the experience of cover and anycolor when it comes to cleaning the crops. Sure Tenma and other are also hard workers and you can cry unfairness all you want but it is not unfair.
