https://www.youtube.com/watch?v=gd_ig94LJaIIt’s pretty eerie and I still get the creeping feeling even if I don’t speak the language as I can recognize the pattern of countdown. It helps that both earthquakes and solar flares would have pretty consistent early warning period so the countdown would make sense. I’m also inspired by the Canadian EAS (which has the most ear-piercing sound of all) and the Israeli one (which is probably the only EAS used regular enough to match Despina, starting the countdown at 15 is a nod to that)
The migrating fleet’s just a backdrop to justify a poor student staying in foster home on Despina since I imagine otherwise you have to be at least somewhat well-off to visit and live in other solar systems
