This graduation queue is manager coordinated so that they don't get over run by too many talents. Breaking Dimensions showed that 19 is a good number. If no one graduated the next concert would have been 23 (justice will have 3d by then) and that would have been too much for 1 day. Now they are down to 20 with Justice and we will lose another 3-5 between now and the 2026 EN concert in order to make room for EN 5 who will debut before 2025 EN concert but obviously wont have 3d until next year
