ANYWAY ignoring the friendly talk I agree with gist of what you just said. Break up larger, currently unprepped, nations into 3 smaller territories and have that be the Province map.
think Loreless is a better definition than repless. If we were basing this one whether countries currently have reps KFP would probably end up being broken up and partitioned the moment I go back to university, in spite of all the writing it currently has.
Loreless should be defined as any nation that doesn't have enough currently relevant lore to cement it as a nation with a place on the map. This is kind of a nebulous definition, but I feel like most people can probably tell or feel when a nation fits this requirement enough that we don't disagree on it too much. No ones clamoring to write about their conquest of the Oshi-less spear chucking goyim yet. It would be a good idea however to come up with a system for how people SHOULD talk to said goys before such a thing happens though.
