It's usually said by indigenous and blacks of these places and yes it's heavily used by Indigenous and black Mexicans at white people in America. It's only derogatory because white people from America say it is when they think they can go anywhere they want and be welcomed with open arms and that they feel they're the ones the word is targeted towards and that would be correct due to how they act and behave. If you don't know about how the US involves itself in Latin American affairs for over 100 years with coups, over throwing governments, assassinations, etc and not feel certain sentiments towards them you're out of your mind.
In Argentina the Spaniards there who are predominate will often use it on their white counterparts and sometimes towards anybody else. In Brazil, the word is used on any foreigners including African-Americans get called gringos. In other places like Peru, Bolivia, central america the term is used towards blonde white people. So Reimu is using it the same way Mexicans use it and I'm for it.
