Even with an unlimited mobile data plan, there is usually a data cap on how much data you can use in hotspot mode, usually something like 20-40GB and streaming at any acceptable bitrate would eat that up really quick. I work with cellphones and the only cellphone plans I am aware of in the US that are truly unlimited with no data caps and no hotspot caps are the super premium plans from t1 carriers.
