The only reason Butter Cookies didn't get in is because I asked what they looked like a couple of times and nobody replied. Same with Airiheads. I asked Rings/Pankophiles what they looked like, otherwise they'd likely have been left out too.
As for why I used this methodology? Simple, I didn't want to portray anyone in a way they wouldn't like.
For Bitos and Makinists, I had a bout of inspiration and was pretty confident people wouldn't mind the designs I came up with, but the other 4 Gen2's? I just couldn't come up with anything that wasn't extremely silly looking for Airiheads and Butter Cookies, and I would rather not potentially humiliate them. Same with Ringos, but again, they already had their own mascot (obscure as he was). Till now I even still feel very weird about putting Horo Horo in there, as he isn't even a fan mascot.
At the end of the day, it was a music video first and foremost. An adaptation. There were other constraints like time (in the animation), time (in real life), writing the lyrics themselves and making them match the visuals. Some things just slipped through the cracks.
To conclude, popularity had nothing to do with it, at least as far as the Gen2s are concerned. Hell, I'm almost certain that both Airi and Shiina are discussed more here anyways.
