I would place Bae, Ina, and IRyS at the top because of the origin of their powers is before creation of the Holo EN universe. As Chaos itself, Bae has the entirety of the universe as her plaything. Ina can tap into the powers of the Ancient Ones, which are likely some of the gods who created the universe to begin with. IRyS descended from Heaven to witness the genesis and her potential for power is extremely high as a Nephilim. My headcanon is that IRyS 1.0 can hold her own against godlike beings and that IRyS 2.0 came about as a result of having Bae's chaotic influence finetune the balance of angelic and demonic energies that IRyS has, greatly powering her up. As for Ame and Shiori, they definitely aren't very strong offensively on paper, but they could definitely pose a threat given their unknown potential.
Also wtf talking about this shit is fun, I didn't think there were this many people who thought about their lore and power levels.
