Oh and weakness effects have to be applied before damage and if the first attack has a weakness effect, it will not actually enhance the damage.
tl;dr, game's balance is whack and not really intuitive on how to correct these issues.
If she's bought any enchanted gear or turned in quests early and thus received inferior leveled gear then she has been scammed. Very easy to see why Oblivion has so many backseat gamers.
